I was trying for long time to upgrade my favorite laptop's bios....Toshiba Satellite U400-112 (PSU40E)
I have Windows 7 Ultimate (64bit) English and bios version 4.00(until yesterday).
The problem was that in both windows 7(32 & 64bit) the flash tool never started the update process due to several incompatibilities.
There is a solution(actually a work-around) to be honest and works 100%!!!!
My solution is:
A) Download the latest bios upgrade version suited for your laptop,save it (tomake it easier in root of drive C:\) and unzip it to a temp folder(for example: bios).
B) Use the Hiren's Boot CD from an actual CD media or from a USB stick(Download it and burn a CD or follow the process of copying the CD onto a USB stick).
C) Boot the laptop from the CD or USB flash and in the Boot Menu of Hiren's,select the Mini-Windows XP version.
D) Let the Windows XP boot completely and then run the bios update flash tool from the temp folder. Do the update procedure exactly as it is decribed from the bios update manual. (If you are not experienced)
E) It will update the bios and then it will shutdown by itself. Then you can start it normally from your operating system,removing any CD or USB stick mounted on it.

To be honest I have updated the BIOS on my U400 (running Win 7 32bit), A210 (Vista) and Tecra A10 (Win 7 64bit) using the Win based BIOS version and never had any problems running the tool…
Anyway thanks for sharing your knowledge with the community…

Thanks so much for this solution. It worked. I have been trying for weeks to update the bios on my U400-10A in Vista 64. The Toshiba utility would not work as you indicated but your solution worked perfectly.
Unfortunately the BIOS update did not solve my 3rd party battery not being recognized issue.
