You may have a corrupted hard drive. I had a very similar problem with an older toshiba a100 satelite pro.
Try this first MATE
download a kaspersky rescue disk ISO on a working P.C
http://rescuedisk.kaspersky-labs.com/rescuedisk/updatable/kav_rescue_10.iso
and then burn a data cd via ISO recorder on a working P.C
boot up on this CD
see if it can recover your p.c
may fail to boot up - depends on p.c and condition of hard drive - cost is a burnable CD
Get yourself a USB external hard drive 1T byte and backup your p.c regularly it won't help you right now
if the data is important you might be able to access your files using an ubuntu CD. Download on another working P.C a free copy of Ubuntu ISO file

then download ISO RECORDER on a working P.C and burn a data CD.

Then boot up off this CD on crook P.C and select trial setup. may need to alter bios boot order to do that.
. Ubuntu will run in memory in trial mode (Don't install on PC unless you want it on P.C) and you may be able to access files- no guarantee - May not work - but if it works use a USB memory stick to copy off files then virus check files.
Ubuntu may not be able to see your hard drive. Worth a try and won't cost you much just a burnable cd.
Also ubuntu has a partion utility incorporated in it that has a check partion feature which might fix the corruption but you may lose the data on the hard drive partion . Gparted I think it is called not sure going on my memory !
A serious next step to take but may be only option left
You might want to purchase a program called spotmau its a powerful disk utility that can access the damaged drive and wipe it clean. (you will lose your data) if the hidden partion is on the hard drive you probably will see it with Spotmau.
MAKE SURE you do not select the hidden partion when wiping drive partion or you will wipe out the recovery partion.
If you require a recovery CD/DVD you need to contact a Toshiba Service Centre to order this spare part. I have ordered one once for my a100. It costs thou
Pull up the toshiba web site and go to support for laptops and find local service repairer

Contact the repairer and order a recovery DVD for your p.c
However if the hard drive is corrupted the windows setup program will
bomb out even with a recovery DVD.
Also Viruses can cause this behaviour or manual power shutdown can damage hard drive but spotmau may be able to fix windows installation option or wipe the entire hard drive partion (loss of data) to clean up corrupted hard drives or boot sectors no guarantee as I do not know the level of damage to hard drive

on a final note - I understand how you must be feeling - powerless, stumped, frustrated and angry as this was how I was feeling and the only thing that fixed my hard drive in the end was a hard drive wipe and a resize of the damaged partion but *there is a risk you may wipe the recovery partion so be very careful using resizing or partion deletion *. Also if you do use Spotmau or partion wizard make sure the cleaned partion is formated or the toshiba recovery program in hidden partion may fail.
I hope this information helps you in your hour of need but Spotmau or partition-wizard is a last resort as data loss is going to not be able to be avoided if you use this program and if you make a mistake it could make matters worse by wiping the wrong partion as you do not want to wipe the recovery partion accidently under any circumstance..
I am not sure of your level of expertise on trying these dangerous partion operations it may be in your best interests to contact a computer shop and ask them if they can fix the corrupted drive if you are not sure how to do this and also it may void any warranty you have on the Laptop you may need to check with toshiba if deleting a partion will void the warranty.
