I would like to install the Driver " TOUCH PAD (ON / OFF) UTILITY "
for TOSHIBA SATELLITE L40-18W
MODEL: PSL4CE

Please assist from where to install this driver and how to operate the function of Fn+F9

All about WXP and drivers, tools and utility installation you can find HERE .

I don’t have this notebook model and cannot test FN+F9 functionality.
If you have installed right touchpad driver and FN+F9 doesn't work you can disable touchpad in mouse properties.

Hi buddy,

Have you tested other FN key combinations like FN+F8 for disabling/enabling the WLAN card and does it work?

The touchpad on/off utility is not available for Satellite L40 but I noticed on Toshiba page that for previous notebook model Satellite L30 you can download the “Touchpad on/off utility”. This should work for you :)
