The Virus make your access permission disables.
Whenever you are click the exe files or you are trying to open Control panel a message come like “Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item"

Possibly you have an virus on the notebook.
Try to remove this using Antivirus software…
I’m using “Avira Antivir” because it for free and it’s nice.
If this will not work, you will need to reinstall the OS.

Hi,
you should try to clean your laptop with antivirus like nod32 (1 month trial), kaspersky, or avast (free). If doesn't fix, reinstall Windows and enjoy!
