Touchpad on the laptop will not scroll up or down

The touchpad on the laptop will not scroll up or down,I've been off line for 5 weeks as my router broke in between changing providers,so I had to wait for another one.
When I was back on the touch pad was'nt working properly. I cant do a system restore as that would be to the old provider. Has anyone any ideas please?

Firstly, check the scroll settings in the Touchpad Advanced Settings.
If they are enabled, uninstall any 3rdparty mouse/keyboard drivers such as Logitech or Watcom or Microsoft that you may have installed.
If thats no good, uninstall the Toshiba touchpad driver, then download and install the latest version.

Thanks for your reply Akuma, I will try that,but will have to wait for my daughter to help me as I dont know a lot about the computers ,Thank you for your help I'll let you know later how I get on
