DVD (optical) drive will not read a disc when inserted

Hello everyone.

MY DVD reader will not read a disc when inserted.

When I check the device manager it has the following error message against the optical drive:

'Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)'

How can I fix this and fix it free of charge if possible? Can I download a fix from the toshiba website?

Your assistance is greatly appreciated.
