How to fix Windows startup?

I have a Toshiba laptop running on windows Vista. Just these past few days, it freezes during startup…will go to this weird screen with red blue green squares.
Loading on safe mode still won’t do it.

What should I do?

Which notebook model do you have?
When you start your notebook and press F8 to enter “Advanced boot options” is option “Repair my computer” available?

According to this message, I think you hardware is affected… but before talking about hardware problems, you should try to recover the notebook to the factory settings.
Hopefully you could boot the notebook using the Toshiba recovery disk or other bootable disk…
If this is not possible then a hardware part could malfunctions which mean that this would be a job for a Toshiba ASP technician.

For Vista users like you, there is a new Startup Repair tool used to specifically troubleshoot startup errors by fixing missing or corrupted system files that may be the reason for your system getting stucked. Just follow the instructions on how to fix windows startup.
